I don't understand this. I think this says:
1. PM dials P50.
2. P50 hangs up and dials the PM back.
3. Connection fails.
Can you capture a 0x51 debug from the PM-3 when the dialback connection fails?

I don't understand this - 'reset s#' doesn't work? Or it does disconnect
but then this is trouble on the port?

When the PM-3 dials the Cisco it is now the Cisco's responsibility to hangup
and dialback. The PM-3 has no role in this at all. It is solely the job
of the Cisco to handle the dialback,
