I have found this Win95 DUN problem only for two reasons:
1) The Win95 DUN was set to encrypted (or Microsoft) auth when we were not;
2) A delay in response due to modem retrain after bringing up CD.
The second is most common and appears to happen as a result of telco
conditions changing. (Four retries all fail but works fine 10 min later type
of stuff.) If I watch the modem on the PM, I see Carrier Detect and then
almost immediately a retrain for up to 20 seconds. By the time the modems
settle down, Win95 disconnects having started the LCP negotiation but never
completed it. It can happen before or after the PAP auth negotiation. If it
happens after PAP auth, I see log entries of 0 or 1 sec.
