disable PM3's "data-over-voice" (fwd)

Once upon a time Tom Samplonius shaped the electrons to say...

Not at the moment.

This is not the case. The PM-3 simultaneously tries HDLC and analog
modem negotiation. If there is HDLC is will complete first and the modem
is freed. This takes a couple of seconds worst case. If HDLC fails it
is abandoned and the modem just contiues what it was doing. Since they
happen simultaneously the HDLC check is no delay.
