RADIUS 1.16

I know that we've visited this many a time, but I don't remember
the answer. Every time I replace my dictionary file, I restart
the RADIUS process. Every time I do this, RADIUS fails with
an error of type 2 logged to the auth.warnings. I merely
restart it, and everything is fine.

So.... what is a type 2 error, and what am I doing wrong.

I will upgrade to 2.0 sometime, but not now.
