Allocated IP addresses, Can you set an upper limit?

We have a pm2er-20 connected to 8 modems. Since we are small, we want to
get news from a commercial news server that charges us per IP address.

How can we limit the allocated IP addresses to a range of 8? Currently
it allocates from a range of 20 (probably because there are 20 ports).

We set the starting "Assigned addresses" can we set the ending too?
