About real strange behavours on a port s10

on a pm2er (i think) anyway we seem to be have problem with some of the
ports, we get the following symptoms, with pop3, get long reponse times,
as well as with the dns can get waits up to 30 secs... here is a screen
dump of s10... any help would be appr.. (framing errors scare me..)
