"pmwho: connection to host 'pm1' failed"

When I run pmwho, I get this error message whenever I have a telnet open
to the PM2ER

pmwho: connection to host 'pm1' failed

Now. I believe this is to do with the portmaster limiting the number of
simultaneous control sessions to it's system, but how/what can I do to fix
this?

I either need to increase the number of control sessions available, or
make sure that there are not "ghost sessions" left after a control session
has been disabled.

We use pmwho for billing purposes on the portmaster and so this is rather
important as billing functions get postponed whenever someone does a
telnet into the portmaster.

Note: I only think there are two sessions open, the telnet, and then the
pmwho fails.

Any help would be appreciated.
