Are they using PAP *WITH* the .ppp suffix? Thye must be actually...

OK, switch the order. Put the other default first. Since RADIUS goes
in order the .ppp suffix default would be hit by them. Others using
PAP would hit this one.

(You know, I'm not sure how this relates to people using DBM...)
