RADIUS 2.0 preserves the order of DEFAULT entries when you use builddbm.

Note that users listed after a non-qualified DEFAULT entry in the flat-text
users file will be ignored, but when you run builddbm they'll have valid
DBM entries. This is the only gotcha to look out for when DBMifying your
users file.

You may ask, what if I have the same user entry twice and run
builddbm? In the flat file, the first entry always got used. builddbm
will warn you if it finds two entries with the same username when
building the DBM file.
