The requirement of 1 56/64k channel per modem is more of a telecom
requirement than anything. The telecommunications infrastructure is built
on this standard, and both Livingston and Ascend (and everyone else)
pretty much has no choice but to support and work with it. You won't find
any product (at least, that I'm aware of) designed to interface with the
public phone network that doesn't work the same way.
One possibility (which I assume that the PM3 supports) would be to get two
PRI's, one with all 23 channels enabled, the other with only 17 enabled,
which might save you some money (there is usually a per-channel monthly
fee on T1's and PRI's). Additional channels can be enabled as you need
them.
