With most existing ISPs having already invested in hundreds of 28.8 and 14.4
modems and PMs, I don't see why it would be an unusual situation to want to
limit connections on the PM3 to those callers who can take advantage of its
features.
Unless you like throwing away useful equipment, it would seem normal to
add a 'new' phone number to the head of the hunt group that would be used
for (56K or) 33.6 protocol connections only. Then if these were all full,
you could roll right into the existing (33.6,) 28.8(, 14.4) lines. Saves a
lot of money.

It would be best to specify a minimum connection protocol of V.34 (56xx)
and take whatever speed the call ends up as.

Good!
We always want the best speed possible. But I would want to be able to
limit the lower end too!

PS: Speaking of other threads, I don't have a PM3 yet because:
A) PRI is 5 [FIVE] times as much as BRI or analog here. I'm pushing a
string up USWest, but it is a long path.
B) PM3's don't do channelized T1 yet.
