What are the smoking? USR may have a one month lead, maybe 2 - possibly
less than one month as they won't ship until at least January, and Rockwell
may ship in January too.

1. Not all USR modems can be upgraded.
2. Not all that can, will be.
3. Historically the difference has been minimal. HW and SW don't decide -
cost does. If a HW upgrade is cheap, it happens fast.
