There should be no reason you couldn't do this. The problem comes in with
the cost. You probably have 40 measured business POTS lines now.
Here in US West land, we would have to pay by the minute for every minute
a call is forwarded from the last line in the hunt group. US West will
not allow us to put a non-measured line at the end of our hunt group. The
whole hunt has to be all measured lines, or all flat rate lines.
If your 40 POTS lines are residential, you probably don't have to worry
about forwarding costs.
Also, if those POTS lines are running off of a 1AESS switch, you will
likely have problems with phantom busy signals caused by how forwarding
works on a 1AESS switch.
