If the primary does not reply it uses the secondard. If the primary replies
in anyway - ACK or NAK - it does not use the secondary.

This is not how RADIUS works.

If you need to access multiple RADIUS servers you need to use a proxying
RADIUS server. The NAS will always try the primary first, and only tries
the secondard if it gets *no* reply.
