One possible explanations that the modem on YOUR end is staying off-hook
while he has disconnected. The modem didn't get disconnect info from
the telco switch or still thinks it is connect for some other reason. I've
seen this frequently with the "less expensive/comsumer" modem types (PPI
specificially), but I've never seen it with a professional class (Courier)
modem.

If it is the above, then it isn't a Portmaster problem, but a modem/telco
problem.
