It means you don't give an IP address to the interface itself, which is
the classic 'IP numbered' setup. In PPP that means the boxes use each
others main IPs as the endpoints, instead of an interface IP.

I believe Frame Relay is the same - but there are some differences since
FR isn't a single point-to-point link like PPP in most applications.
