For the least number of routes:

for PM2-30s - Start the first at .2 and the rest on the boundaries (.32 .64
etc) and 'set pool-size 32'

for PM3s (assuming 5 on a /24) start them at .8 and keeping the 48 IPs for
all units consecutive (.8 1st, .56 2nd, etc) for 18 routes. (you get 29 by
starting on .2 and 33 starting on .1 for the assigned)
