trouble connecting

I am testing a PM3 and trying to connect to it. The PM3 answers and
handshaking goes on and on never to complete.

I have other PM3s at a different location which I can login to with no
problem.

This is a new location.

Setup seems to be the same.

Anybody have this problem?
