Tim,

The route you are trying to delete is a LOCAL route for the connection on
interface ptp31.

Most likely there is a location table entry that is on_demand or auto that
defines this route.

You will need to delete the location table entry and save all. You may have
to reboot the PM to clear all of the residual routing information.
