Bad PM-3 speeds

Help!
We have about 10 PM-3's, and all but two are performing excellently. Both
of these under performing boxes are in Kentucky and using CT1's. The local
Telco is South Central Bell. The problem, that we are having is that
customers connecting to these boxes are experiencing tremendously slow
speeds. The connections rates are varying between 19,200 and 26,400(for
28.8 customers) rarely higher. When I dialed into one of the boxes, after
2 minutes it still was only about 1/10 of the way through a 50K GIF. All
the other PM3's we have are using CT1's with Trunk E&M Wink start, while
the troublesome boxes are using FXS Loop Start. This is the only
difference in configuration, except for the Telco (GTE for the working
boxes, SCB for the nonworking). I've included OS versions and
configurations at the end of this message.

I would appreciate any comments on whether you think this will work or not
and also any other suggestions you might have.
