As Megazone once pointed out, ISDN STAC compression is just like having
V.42bis compression on your dial-up modems, which you do have, right?
Also users demand STAC. If you can't offer it they'll go elsewhere. It
isn't like they will hog much more of your bandwidth with it anyway.

People who wish to dial into a lan and "be on it." Not very useful for
ISPs though.

To a point, but there is a large advantage with having a POTS port. You
can hook any POTS device to it and you can use the second B channel for
voice communications (calling someone, fax machine, etc) while still
having a digital link to the telephone company. The POTS port is required
because not much telephone hardware supports ISDN like ISDN phones/fax
machines.
