If only Cisco created HDLC......

I believe you'll find that the three main router vendors (Cisco, Bay, 3Com)
do support HDLC. That doesn't mean that you can interoperate with any of
these by using HDLC, but it does work in a single vendor environment.

When you need to interoperate, you need protocols like Frame Relay or PPP
to do so.

Perhaps that's why Livingston only supports those protocols? What's the
benefit of adding HDLC to a Livingston box if it can interoperate with
other vendors?
