They must mean flash upgradable to the eventual ITU standard..

Rockwell was K56Plus, Lucent was V.Flex2 but now together they are both
producing the joint K56Flex.

USR can't put K56Flex on their boxes along with X2 due to liensing.. to
combat USR's stuck up licensing .. or lack thereof - they won't give
anyone server side X2 code.
