Dialback with PM3 and modems - not working...

Hello,
I have a PM3 with 10 modems and would like to define dialback users. Since
doing it from Radius does not work I've tried a local user:

add user test password xxx
set user test dialback 111111

and defined some modem lines as "login network twoway"

Now, I call the PM via modem, login with that user, gets a message "Dialback
accepted" the call is disconnected, and nothing...
SHOW SESSION shows the session stuck in PASSWORD state for about a minute, and
then disconnects. Any idea what am I missing here?
The PM is running version 3.5.1b
