Here is how to fix it. Set an init string IN THE MODEM ITSELF by attaching
to the modem, setting the string (example AT&D3&C1s0=1&w)

Then do NOT set up a modem on the pm for that port. Make sure that MODEM
CONTROL is on however, and that the only HOST OVERRIDE is FLOW CONTROL.

The problem should go away.

If NOT then change the &c1 to &c0 in the modem INIT string.

I have experinced that problem and it seems that the portmaster goes to
reset the modem, but the modem wont actually work until it is reset a 2nd
time. I think it comes down to timing.

Anyway, we use lots of Optimas, and I dont have the pm's send init strings
to them. There is no need, The act of DTR low and HI will reset the modem
from the NVRAM as long as the appropriate at command(s) are set.
