Okay I have disabled routing to a customer with a pm 11.

They have DUMB terminals hardwired to the first 3 ports and s4 is wired to
a modem. It makes an ON-DEMAND connection to us to a pm2.

Even when the dumb terminals are doing NOTHING, the idle times always stay
at 0 on the PM 11. Here is the sh ses:

S0 - - Login In IDLE 0 0
S1 - - Login In IDLE 0 0
S2 - - Login In IDLE 0 0
S3 - - Login In USERNAME 0 0

It seems ONLY to do this on S3. here are the settings for S2 and S3:
