What sort of device are they dialing in with?

Try setting:

set debug isdn (this will show connections being made to the unit)
set debug 0x51 (this will show there PPP negotiation, if they get there)
set debug termination on (shows text message of reason for disconnect or
failure)

Things I would look for:

- Once the first connection is made, have the customer force or let the
second happen. Watch the debug on the PM3 to see if there call is making it
to the unit. If they are then see where they are failing in PPP(LCP,PAP, or
IPCP), this will help get you closer to the real reason of why they are not
connecting.

I hope this helps get you on the right track to solving the issue, it can be
only so many things.
