Yes, many CLECs and regional telcos are doing it. Last week I just
finished working with setting RADIUS ABM up to manage multiple POPs
using PM4s. Using RADIUS ABM you can limit the connects by
Called-Station-Id, Realm, Company, POP, and combinations of them. For
example you can setup company X to be allowed a total 50 ports in 10 of
your POPs but only 12 logins per pop max.

Contact sales and they should be able to get you the information you
need.
