Uh, yes it does. An inactive PVC, one that is set up to the frame relay
cloud
(therefor showing a DLCI at that end), but not routed to another end point
will do exactly that. When I changed my FT1 here to a different provider,
they
added a new DLCI (17), then turned up 17 and turned down 16 (my old PVC).
Now my OR shows:

or1> show arp frmw1
0.0.0.0 at 04:01 (16)
209.222.91.9 at 04:11 (17)

Just exactl;y what he was seeing.
