Ok as regards to have the connection come up over 64000bps we need more
informaiton. What type of equipment is trying to make the connection?
What type of High Water Mark does it have and is it a variable High water
mark (A High Water Mark is some kind of setting that tells the equipment
when packets pending reaches this point open the second channel)?

On the portmaster itself under the netuser entry you must have maximum
connection set to 2 for 128k, but the router dialing in is going to
determine at what point in time the router is going to open that second
channel and it varies from Vendor to Vendor.... (Just to note I've
configured Netopia, Livingston, Cisco and 700 series ( not a true cisco ),
Adtran, Bay Netwoks, Whistle Interjet, and several others so if you have
any questions about their configurations.

Now as far as the channels bonding, is this going over 1 portmaster or
several? If just one you should not have to set any other configs now this
is also if you are using Netuser tables localy on the machine and not via
Radius!
