Sun spots?

It could really be anything from a Bad T1 to a bad cable.
Try to move things around on your end to eliminate things.

Swap the T1 from line0 to line1 including the cable going to the telco
NIU. If the problem follows the move it is either the PM-3 or the cable.
If the problem doesn't follow the move its the Telco.
