(PM) Set the important things first (Doh!)

We commissioned a new PM3 recently, for CT1 service (it's sitting in
a place where we can't get PRI).

We are only going to use one line for now, and I carefully set line 0
to inband before doing a series of set all ... (eg, the prompt).

Then I remembered that I might as well set line1 to inband, since if
there is a line1 sometime, it will be CT1 (or the box will have been
moved and we can reconfigure it).

And had to go back and do the port settings for S47, which wasn't
part of "all" when line 1 was set as a PRI.
