(PM) User can't route through PM4

Hi all,
I've recently replaced a group of PM3's with a PM4 in one location. I've
gotten no complaints from most users except for one. It seems that
whenever his machine dials into the PM4, the only things it can do is ping
anywhere by IP address, or telnet to the PM4 itself. I can ping him from
the PM4, but not from the router beyond it. I can traceroute to his IP
from anywhere and get as far as the PM4, but not get his machine. He can
call one of my PM3's and surf the net just fine, except they are long
distance for him. The problem is not with his account, because I can log
in under his account from other machines just fine, and I'm fairly certain
it's not his machine because it logs into other portmasters just fine. He
is using a Zoom V.90 modem with the older Rockwell chipset, but I don't
think it's a modem issue because I can ping from him to any other IP
address until the cows come home.
He is on Win95. The PM4 is assigning him an address out of the pool. I
had almost 300 other users on at the same time I was testing his machine
and they were all routing just fine, so it is something specific to just
him. Anyone have any ideas? I'm about tapped dry on this one.
