(PM) PM4 user now routing -- possible bug?

Well, I've finally got this system to work when calling a PM4. It seems
like the PM4 doesn't like it when the Windows95 registry is modified to
allow for a custom TTL. Windows95 TTL is 32 by default. At one point, we
had a few users who were trying to connect to locations that were just over
that, so we gave them a registry patch to correct this. After removing the
registry entry and seeing that it functioned properly, I started plugging
other values in as DefaultTTL, even the default 32. The PM4 saw them all
as expired packets, while the PM3 properly routed them along to their
destination.
