(PM) Zyxel Prestige ISDN Router and PM-3s

(This is a repost. I'm not sure if the original made it to the list. If
so, please forgive.)

I have a client with a new Zyxel Prestige 100 ISDN Router. They are unable
to get it to dial to my PM3 on both channels. One channel comes up, no
problem, but the other - never. Zyxel tech support gave us a test account
and number to use, and it worked on both channels fine. Also, I have a
couple of other ISDN clients who have no problems getting their Ascend or
Bay Networks routers to bring up both channels. Is there something special
you have to do with a Zyxel to make it work? These are CT1s, BTW.
