Frame-Relay is a leased line. That means a router/CSU/DSU combo. Now,
a PM-3 can do this on line0/1 - but you'd be dedicating the entire line to
leased line operation. A 56K FR would only need 1 DS0 on a channelized
leased line, but unless you have 23 other DS0s in demand it means not
utilizing the potential.
