I don't think this is accurate. It seems to me that the speed multiples are:
v.90 = Multiples of 1.33333 Kbps
K56 = Multiples of 2.0 Kbps
X2 = Odd multiples of 1.0 Kbps
In which case, v.90 and K56Flex will have the same speeds in those cases
where the speed is divisible by 4Kbps (36000, 40000, 44000, 48000, 52000,
56000). But, a v.90 speed will never be the same as an X2 speed.
