Sounds like a problem with the modem. They are getting connected, but
that doesn't mean the connection is reliable. I'd suspect it's either 56k
retraining or problems with the compression/error correction protocols.

Try getting the modem to be less ambitious (e.g. dropping down to V.34
and/or turning off V.42bis and LAPM).
