No, Setting a port to dial out tells the PM not to accept any incoming call
on that port. So if you set all the ports to dial out, no incoming calls
are accepted. Depending on your switch and if there is another PRI in the
hunt group various things can happen from a busy single to rolling over to
the next hunt group to a fast busy.
