(PM) filter setup on PM3

I need to setup a filter to deny certain users to be able to web browse
through the proxy server to the internet.
What protocol should I deny? TCP, IP, or the port the proxy is using? I
tried them all and none seem to work. I don't need to restart the PM3 do I,
after the filter is set or changed?
