(PM) Bad ports on PM2

Hello,
I'm trying to set up a new PM2, and it seems that the 3rd
card with 10 ports is not working. When I reset all ports
they are going first to INITIALIZING and then IDLE, but
ports from 20 to 29 are going then to USERNAME and there is
DCD+ . Ports 0-19 have DCD-.

What does that mean?
Is the card damaged or something else?
