To do dial on demand the IP of the destination MUST be *fixed*. The
destination IP is used to cause the dial..

The OR is also going to have to have a fixed IP - it is on the ether.

I'm not sure if the local_ip in the location table can be set to be
dynamic in 3.7.2, or if that is coming in 3.9. I forget if it was there
in 3.7.2.
