This is true. 3.9 is going to support NAT, and IPSec where the PM4 does
not. These features will be integrated into the PM4 down the road a little
bit.

There are many many vendors with L2TP implementations in production or in
the works. We attended the last VPN workshop, which included L2TP, and did
testing with several vendors. Pretty much everybody was working with
everybody else.
