(PM) Trouble with DOV on Cisco 804 to PM3

Hello all!

I have been working with Cisco for several weeks trying to get an 804 ISDN
router to do dual channel DOV to a PM3 with CT1's. The first channel works
just fine, but the second channel will not connect. A 'debug isdn events' on
the Cisco seems to show it trying to connect:

The Cisco is configured to do DOV and appears to be doing so in the debug
above. I tested with a 3COM and an Ascend box on the same BRI and both were
able to connect dual channel using DOV. I also dialed into a different
access number that uses PRI and I was able to do dual channel 64K.

I know this is probably more of a Cisco issue, but I have tried there first
and have so far been unsuccessful. Does anyone know what is going on here?

Also, there are a number of ISDN debugging commands on the PM3, but how do I
debug with a CT1?
