Three reasons:
1) Because there is plenty of error detection going on at other levels in
the protocol stack (PPP and TCP both provide this).
2) Error correction (as opposed to detection) can significantly add to the
data payload (e.g. parity bits).
3) ISDN is a fully digital service and is therefore not very prone to
errors (compared with analogue systems).
