Not really. The switch will keep trying to deliver calls down the PRI span
as long as there are unused channels, at least in my experience. The only
way I've found to accomplish what you are talking about is to:

1) Call your provider and have them restrict the spans you want to busy.

2) Introduce an error state on the lines so the switch hunts past them.
This will affect the entire span, so you can't do it on per channel basis.
You can accomplish this by either putting the line in loopback ( which
works in some cases ) or by changing the signalling/framing ( which works
in all cases I've seen ). Not a very nice way to do it, but it works.
