Have them check the line levels on both lines. If they are in the same
bundle anyway along the line from the CO to you they must be at the same
level. If they are different you can expect crosstalk which can look like
what you are seeing. Mine did. The line levels need to be a 0 dbm for the
PMs to work properly. PacBell is very reluctant to setup their equipment
to that level.
