(PM) authentication errors with PM3 & RadiusNT

I have a PM3, ComOS 3.8, authenticating with RadiusNT. RadiusNT logs CHAP
bad password errors for a lot of users regularly but I have set chap off on
the PM3. I believe in general, if the user continues to try connecting they
will connect after several tries without doing anything different on their
end.
Any ideas as to what is going on here?
