The modem code is written by a different department than the rest of the
code.
This is because you want modem specialists for modem development. You don't
want Java programmers to program modem code.
Some new modem code is actually in closed beta at the moment.
Lucent are very sensitive about the modem code, so they want it to be right
when it comes out.
If you wish to beta test it, send in a request to the normal channels.
Becoming a closed beta tester will probably take up a lot of your time, as
Lucent expect a lot of technical feedback so they can tune things.
This requirement is reduced when it goes open beta.
Please be patient.
