You know that with CT1 you cannot offer ISDN DATA service - period. You cna
only offer 56K ISDN DOSBS (aka DOV) service. And you can do that right now.
You cannot offer any 64K ISDN over CT1 this way. If you really want to
offer a full ISDN service you need PRI.
